Here the eye first sees the green pathway, tree, bench, but goes to the fence in the rear. The fence is probably required to screen out an ugly view (or work area) and appears rather new. Perhaps the gardeners will plant some vines for a "vertical garden" or espaliered fruit trees in front of it later.

This will soften the fence and the eye will not go there. The colors and textures of the plants to the left and right of the pathway enhance the view towards the bench.
